Lost Luggage is a quest, started by Bagson McGee in Aeven (Train Station). It pays 36,000 experience and needs level 30, and is done once.
From the update notes
This quest provides L30 players with a reason to travel to Hallodale by train to retrieve Bagson's lost luggage. With Hallodale being developed as a crafting and enhancement area aimed at high-level players we added this quest to invite higher players to explore the new area. Item Pack (6) New items, ranging from semi-common to rare, have been added to provide more variety and a slight economic boost. This should give the grinders something to keep them busy for a little while.
Written for update 0.4.28, which added the quest.
