Lil'sensai Buddy is a buddy. Using it puts it in the Buddy Down slot on your paperdoll's costume page [C], as a cosmetic on your character. It is a lore item: it cannot be dropped or traded. Nothing in the game currently drops, sells, crafts or awards it.
