From the update notes
Rocky's quest is designed to encourage early-level players to think about how to reach the "big ocean" located in Atlantis. This quest serves as a lead-in to the higher-level questline involving Shabby and his submarine, which is needed to access Atlantis. Players will need to find the dumbbell, which is randomly located in Atlantis' big ocean, and completing the quest will reward them with 500 Eons.
Written for update 0.4.28, which added the quest.
