Brown Owl is a buddy. It is crafted at Buddy Exchange. Using it puts it in the Buddy Down slot on your paperdoll's costume page [C], as a cosmetic on your character. The quest Owl Awakening asks for it. It is a lore item: it cannot be dropped or traded.
